I believe these lightweight jackets would have been used as a base layer  / uniform. They are fire retardant and water resistant at time of manufacture. 

Ideal as a lightweight piece of clothing whilst retaining fire resistance.

The difference between our grade 1 and 2 products is wear which shows more on the relfective striping.
